White layer is not being printed on my epson L1800

Hi,

I am having problems with my Epson L1800 whereby the white layer at the back of the print is not generating. 
 

I cleaned the printer head, tested that ink is going through it and i am able to pull the ink from the cartridge using a syringe. 
 

All appears to be ok but does not print it. 
 

The only time i can get the white ink is if i use the syringe to pull the white ink up to 5 minutes before the print starts. Otherwise, i get no white ink whatsoever. 
 

Any idea why this is happening?
